ADAPTING TO EUROPEAN INTEGRATION:HOW TO EFFECTIVELY COORDINATE EU POLICY MAKING
The effective coordination of EU policy making is a crucial issue for the successful administrative adaptation of EU Member States to increasing European integration. The creation of well-functioning coordination systems at national level is a key factor for the development of a coherent national position in the EU policy cycle. It is also a prerequisite for the timely and adequate transposition of EU directives into national law. However, the issue of effectiveness also raises some tricky questions such as: is a centralised coordination system more effective than a decentralised one? What is the best way to mediate between conflicting interests at intra- and interministerial level? What is the best way to integrate the European dimension into the different departments of ministries? etc.
The aim of this seminar is to compare and evaluate different systems of coordination and to discuss the prerequisites for setting up a coherent system with effective problem-solving and arbitration mechanisms. The seminar is mainly targeted at ministerial departments in the new EU Member States and the candidate countries dealing with European affairs.

This session will review the EU policy cycle and illustrate the roles of experts, civil servants and politicians in the EU decision-making process.

10.30–11.45 How to Effectively Co-ordinate EU Affairs at National Level: A Comparison of Different Concepts and
Approaches in the EU Member States
The participants will acquire practical knowledge about different – centralised and decentralised – decision-making models, with
specific reference to France, the UK and the Netherlands. Major co-ordination challenges and problems will be discussed by
looking at different approaches to co-ordination, and prerequisites for avoiding an ineffective representation of national
interests in Brussels will be defined.
11.45-12.00 Guaranteeing an Effective Flow of Information
An example of the creation of an efficient reporting system in the public administration of a country.
12.00-13.30 Lunch
13.30-15.00 Working Group: What Are the Main Elements of Efficient Co-ordination?
Group work and Debriefing in plenary on the strengths and weaknesses of different types of co-ordination.

Working language The seminar will be conducted in English.
Fee The participation fee is EUR 695 and includes documentation, 2 lunches, 1 dinner and refreshments. Accommodation and travel costs are at the expense of the participants or their administration.
Hotel reservations The European Institute of Public Administration will be pleased to make reservations for you at a hotel in Maastricht. We have made a block booking in Hotel Beaumont**** (www.beaumont.nl), at a rate of EUR 91 p.p.p.n. (incl. breakfast and tourist tax - price 2004). Should you wish to make use of this possibility, please indicate the dates of arrival and departure on the registration form. Payment is to be made directly and personally to the hotel on checking out. Please note that if you register after the closing date, hotel reservations cannot be guaranteed.
Meals The lunches will be served at the Institute’s restaurant and dinner in the evening will be at a restaurant in town. Should you require a special menu (e.g. vegetarian, diabetic), please inform the Programme Organiser so that this can be arranged.
