Pensions, Labour Markets and Family Responsibilities – Designing a New Social Security Architecture
The ageing societies will pose a significant challenge to social security systems at both national and European level. Experts from the European Commission, academia and the pension industry will give insight into recent developments and provide recommendations for improvement.
The seminar is designed for civil servants and decision makers from the EU Member States and countries surrounding the EU who work in the pension and employment sectors, members of EAPSPI, as well as other key persons concerned with the need to change social systems in Europe.

Why this seminar now? The increased life expectancy and declining birth rates will pose a significant challenge to pension systems, also in the public sector. For the first time, three institutions dedicated to modern public services are pooling their know-how at this seminar, focusing on the challenges that pension providers are facing at both national and European level.
Target group Members of EAPSPI, civil servants from the EU Member States and countries surrounding the EU, decision makers working in the pension and employment sectors in Europe, as well as other key persons concerned with the need to change social systems in Europe.
Description Judging by the results of a study carried out by EIPA-CEFASS in cooperation with the Irish and Dutch EU Presidencies, there is substantial evidence that a rise in the mandatory retirement age will not offer a panacea. It will also be necessary to address the whole range of human resources policies as well as the labour force participation of women and older workers. At this seminar recent recommendations of the European Commission will be examined as well as the consequences of the ageing process for the next generations.
Objectives The participants will obtain a wider understanding of the challenges for their national social system. Top experts will share their knowledge of the effectiveness of reform measures and innovative strategies. The participants will in particular receive input about the following issues: - Effects of reforms and “good practices” that have broken reform deadlocks; - Successful human resources measures in the public sector; - Greater participation of women and older workers in the labour markets; - Development of “second pillar” (labour-related) pension systems.
Methodology This seminar is designed to be interactive. In working groups the participants will report on their own experience, exchange country-specific views and debate possible options for tailor-made reform measures and remedies.
Working languages The seminar will be conducted in English. Simultaneous interpretation into Italian or French will be available provided that there is a sufficient number of requests for these languages.
