MORE PEOPLE AT WORK Policies to activate Europe's labour potential

Konverentsi finantseerivad Euroopa Komisjoni ja Tööhõive ja Sotsiaalsuhete Direktoraat.

Konverentsi teemad ja töötoad:
1. Töö- ja era-/pereelu efektiivne ühildamine (autor: Lans Bovenberg)
2. Elavdav sotsiaalhoolekandesüsteem (autor: Tito Boeri)
3. Mobiilsus (autor: Klaus Zimmermann)
4. Koolitus ja tulemuslikkus (autor: Maria João Rodrigues)

Important horizontal items within the framework of each of these themes are ‘governance’ and ‘peer pressure’. Concerning the first item (governance) the focus will be on the identification of the main actors involved (for example European Union, national governments, social partners, individuals) and their role in the effective implementation of the policies. Concerning the latter (peer pressure) the focus is on identifying good and bad practices within Member States.

Papers
The discussions during the conference will be based on four papers. An Editorial Committee (chaired by Henk Don, president of the Dutch Central Planning Bureau) will review the papers.
Each paper should draw a short and tantalizing conclusion. Each theme will be the subject of a workshop of high-level policy makers from all twenty-five Member States, the European
Commission, the European Parliament, the social partners and non-governmental organisations and academics.

Workshops
Each theme will be the subject of a workshop of high level policy makers from all twenty-five Member States, the European Commission, the European Parliament, the social partners and
non-governmental organisations and academics. The separate workshops enable participants to discuss in detail one of the themes described in the outline of the conference. Each workshop will start off with a short presentation of the paper which forms the analytical background to the discussion. The paper will be presented by the author. After this introduction, a discussant will give a concise reaction to the analysis in the paper. The Chairman of the workshop will subsequently lead the discussions amongst participants. In the final session of the workshop, the Chairman will work towards concise and focused conclusions on the theme. These conclusions are to be presented in the plenary session on the second day of the conference. This will be done by the rapporteur of each workshop. The roles of the discussant, chairman and rapporteur will be explained in more detail below.

Discussants
The discussant’s role is to respond to the analytical paper in a short presentation and to participate in the discussion. His or her contribution to the seminar will be distributed in writing
to the participants and be integrated in the conference proceedings. Since the paper will be of an analytical nature, the discussant should respond from the perspective of a policy maker. The contribution should consist of both a general reaction to the ideas in the papers and the experiences of a particular member state to complement the analysis in the paper.
