Eesti ja Euroopa Majandus-Sotsiaalkomitee ühise nõuandekomitee viimane istung toimus 19. aprillil Tallinnas.

Seoses Eesti liitumisega EL-ga lõpeb ühise nõuandekomitee tegevus ja 7 Eesti poolset esindajat hakkavad osalema Euroopa Majandus-Sotsiaalkomitees, nende hulgas ka Eesti Tööandjate Keskliidu esindaja. (Vt valitsuse poolt kinnitatud esindajad EESC-s)

Tööandjate Keskliidu poolt on nõuandekomitee liige rahvusvaheliste suhete nõunik Eve Päärendson, kes hakkab tööandjaid esindama ka Euroopa Majandus-Sotsiaalkomitees.

Viimasel nõuandekomitee istungil oli päevakorras toidu ohutus Eesti toiduainetööstuse ja põllumajandussektori näitel. Euroopa Majandus- ja Sotsiaalkomitee poolne esindaja, Soome Põllumajandustootjate ja Metsaomanike Keskliidu rahvusvaheliste suhete direktor Seppo Kallio leidis, et Eesti on suhteliselt lühikese ajaga tulnud suurepäraselt toime oma põllumajandussektori reformimisega, heal tasemel ollakse toiduohutuse osas. Kallio nentis, et läbirääkimistel Eestile saavutatud piimakvoodid ei olnud ehk kõige parem tulemus. "Tagasihoidliku tehnilise varustatuse tõttu on Eesti põllumajandussektori potentsiaal veel täielikult kasutamata," ütles Kallio. 
 
EESC ühisjäreldust Kutseõppe ja elukestva õppe mõjust tööhõivele Eestis tutvustas Kristina Tshistova.

Istungil tutvustati EESC Eesti poolseid põhi- ja asendusliikmeid, EESC tegevust ja tööpõhimõtteid ning saadi ülevaade Eesti EL-ga liitumise ettevalmistusprotsessi käigust mõni nädal enne liikmesriigiks saamist.

Välisministeeriumi eurointegratsiooni osakonna büroo direktor Gita Kalmet rääkis Eesti valmisolekust EL liikmelisuseks ja liikmelisuse realiseerimise plaanidest. Kalmet tuletas meelde, et Eesti taotles ja sai üleminekuperioodid energeetika, maksustamise ning justiits- ja keskkonna peatükkide osas.  EK Delegatsiooni Poliitika ja Majandusosakonna juht Norbert Sagstetter mainis, et Eesti kohtureform vajab tõhustamist.
 
Eesti poolsed esindajad avaldasid lootust, et EL laienemine jätkub ja et põhiseadusliku leppe osas saavutatakse peagi läbimurre. Samuti loodetakse, et Euroopa Piirivalve Agentuur saab asuma Eestis.

Eesti poolsed esindajad väljendasid selgelt seisukohta, et Eesti ei poolda EL maksusüsteemi ühtlustamist.  Eesti soovib teha koostööd nii EL vanade kui  uute liikmesriikidega. Tõhusa koostöö aluseks on võrdse kohtlemise põhimõtte tingimusteta rakendamine.

Hr Clive Wilkinson avaldas arvamust, et kuigi eestlasi on rahvaarvult vähe, ei näe ta põhjust, miks ei peaks Eesti suutma oma huvide eest EL-s efektiivselt seista. "Eesti peab lähtuma ühistest huvidest, otsima  koostööpartnereid ja moodustama koostöö-koalitsioone riikidega, kellel on sarnased huvid," ütles Wilkinson.
 
Istungil arutati ka kutsehariduse ja täiendkoolituse temaatikat ning riigi rolli EL põhjadimensiooni (mõõtme) ja nn uute naabrite strateegia rakendamisel.

Uute naabrite strateegia käsitleb eelkõige koostööd Ukraina, Valgevene ja Moldovaga. Kuna Vene Föderatsioon avaldab niivõrd olulist mõju nimetatud riikide käekäigule, siis vaadeldakse põgusalt ka suhteid Venemaaga.

Kuigi meetmed EL ja Venemaa vaheliste suhete tihendamiseks on eraldi toodud EL ja Venemaa vahelises partnerlus- ja koostöö lepingus, on EESC (euroopa majandus-sotsiaalkomitee) välja töötanud oma arvamuse  EL ja Venemaa Partnerlus- ja Koostöölepingu osas.

EESC arvamus  EL viie lõunapoolse nn uue naaberriigi (Horvaatia, Bosnia-Herzegovina, Serbia-Montenegro, Makedoonia, Albaania) osas on väljatöötamisel.

Samaaegselt nõuandekomitee istungiga külastas Eestit ka EESC president Roger Briesch, kes valiti presidendiks 2002. aasta oktoobris ja on Prantsusmaa Lorraine piirkonna ametiühingute esindaja EESC-s. Vt läheamalt EESC kodulehelt.

Biersch kohtus oma visiidi käigus Eesti Vabariigi Presidendi Arnold Rüütliga.

Roger Briesch tutvustas lühidalt Majandus- ja Sotsiaalkomitee edasist tegevust, kuna seoses Euroopa Liidu laienemisega suureneb komitee koosseis 222 liikmelt 320-ni (sealhulgas 7 liiget Eestist). Majandus-ja Sotsiaalkomitee jääb Roger Brieschi sõnul ka edaspidi organiseeritud kodanikuühiskonna esindajaks ja sillaks majandus- ja ühiskonnaelu erinevates valdkondades.

Vabariigi President rõhutas kodanikuühiskonna ideede olulisust nii Eesti kui kogu Euroopa jaoks, tuues välja ka Eesti ühistegevuse ajaloolised traditsioonid ja kolmanda sektori laieneva tegevuse tänapäeval. President Rüütel tutvustas lühidalt kodanikuühiskonna arengu näidetena ka ühiskondliku leppe protsessi ning Vabariigi Presidendi akadeemilise nõukogu tegevust.

RESOLUTION

Mrs Mall Hellam and Mr Filip Hamro-Drotz
on the occasion of the fifth meeting of the
EU-ESTONIA JOINT CONSULTATIVE COMMITTEE
held in Tallinn, on 19 April 2004

1. The EU-Estonia Joint Consultative Committee is a joint body of the economic and social interest groups of Estonia and of organized civil society in the EU, as represented at the European Economic and Social Committee (employers, trade unions and various interest groups). The EU-Estonia Joint Consultative Committee comprises twelve members who represent various organizations from the ranks of civil society: confederations of employers and industrialists, chambers of commerce and industry, trade unions, federations of farmers, networks of non-profit associations and foundations etc.

2. Mr Kaul Nurm and Mr Seppo Kallio presented a report on the "Food safety in the Estonian agricultural and food sector". Since 1991 the self-sufficiency has decreased in most agricultural products. During the EU accession the agriculture has been one of the most difficult chapters for Estonia and now this sector meets essentially the EU requirements. However, Estonia has yet to finalize certain legislative measures for completing the CAP-rules and special attention should be paid to public health protection concerning the upgrading of agri-food establishments in the meat and milk sectors.

3. Ms Kristina Tshistova presented joint conclusions on "Vocational training and lifelong learning and their impact on employment in Estonia". Since 1998, a considerable progress has been achieved in the vocational training in Estonia. In the year 2000 the Government, employers and trade unions issued a joint statement on "Bring the Estonian work force qualifications in compliance with the needs of the market 2004". The JCC expressed its support to the ongoing efforts in Estonia to develop vocational qualification standards and to improve the vocational training system at a broad front. Appreciation was expressed to the fact, that the Estonian Government has underlined vocational training and lifelong learning in its strategic programme. These actions are important also for a well functioning free movement of workers in the European Union.

However, much remains to be done. Joint efforts of the Government and the social partners should be maintained and further improved, based on a sense of joint but clearly defined responsibility and a clear division of responsibilities among the three partners. Further efforts to develop strong and representative independent social partners and of a well functioning system of industrial relations, including collective bargaining as appropriate, would be necessary in this context.

4. Mr Filip Hamro-Drotz informed the JCC members about the state of play in the EU`s Northern Dimension and the New Neighbourhood Strategy. The JCC noted that Estonian members in the EESC will have great interest to participate in the EESC work on these topics in years to come.

5. The JCC members welcomed the participation of Mr Norbert Sagstetter, the Head of Political and Economic Section of the EC Delegation in Estonia and Ms Gita Kalmet, the Director of the 1st Bureau in the EU Integration Department of the Estonian Ministry of Foreign Affairs. Their presentations on the EU-Estonia relations a few weeks before accession confirmed the positive atmosphere in the relations at this important time. The JCC concluded that the membership of Estonia will benefit both the Estonian society at broad range (economy, employment, social aspects and well-being) and also the European Union as a whole.

6. Mr Filip Hamro-Drotz briefed the JCC members and the nominated Estonian EESC members about the EESC structures and work. He underlined that the EESC - "The Voice of European Organised Civil Society" - is a non-political body that gives representatives of Europe's socio-occupational interest groups, and others, a formal platform to express their points of views on EU issues. Its advice is forwarded to the main EU institutions - the Council, the Commission and the European Parliament. It thus has a key role to play in the Union's decision-making process.

7. The Co-Chairpersons Mrs Mall Hellam and Mr Filip Hamro-Drotz resumed the fruitful work done by the EU-Estonia JCC since its establishment in 2002. The JCC members and future Estonian EESC members noted with satisfaction that the main objectives of the JCC have been achieved:

• to promote dialogue and cooperation between the EU economic and social interest groups represented on the EESC, and those of the Estonia;
• to ensure dialogue and cooperation on the most relevant economic and social aspects of relations between the EU and Estonia.

The EU-Estonia JCC has thus successfully fulfilled its task by expressing mutual civil society views to secure the accession of Estonia to the EU, as well as by paving the way for representatives of the Estonian civil society to participate in full in the EESC work from the start of their membership.

The EU-Estonia JCC concluded its final meeting with a call to further promote social and civil dialogues and the role of the participative democracy in the enlarged Europe.

Mr Roger Briesch, the President of the EESC expressed in Tallinn his conviction that the EU-Estonia JCC has in the years prior to the accession made a substantial contribution in spreading understanding of the need of an open and dynamic interaction and co-operation between civil society representatives form different European countries. This is to be seen as an important tool to achieve a sustainable European integration.
